The Outset is a street gang, made up of mostly blacks. Their colors are Black. They are known to wear a tilted black baseball cap, that read’s “The Outset”. Their symbols include a Black Diamond and a Black Diamonded Chain, with a Dollar Sign Symbol.
The Outset originated on Houston’s South-Westside in the early 1980s. The organization soon moved to Los Santos and was founded by Creeper, and Jamaica. Shortly after The Outset emerged, they became allied with the Criminal Cartel street gang, becoming a faction and adapting to Criminal Cartel’s lifestyle. The gang operated as a small group in the Eastside, neighborhood throughout the mid-to-late 1990s, often fighting in area clubs and engaging in petty theft.
When Crack and Cocaine hit in the early 1990s, trouble started. Idlewood had numerous neighborhood drug dealers and troubles intensified when a former Crip Member moved in. With no interest in expanding Creeper and Jamaica, had started the new Outset. With plenty of willing recruits from Idlewood, The Outset grew. Eventually, the neighborhood gained independence as a gang, and they renamed the neighborhood to “Homicidalwood". They represented themselves with dreadlocks and the color Black. They mocked the police by using the same codes and carrying the same weapons. They organized the neighborhood much like a city would be organized, splitting it into seven zones.
By the present day, the Outset was doing good as a gang. The Outset had a pretty steady cash flow they needed in the neighborhood, and other gangs stayed away. They made millions of dollars over the years, but The Outset started drawing much unwanted attention to them. After a series of high-profile murders, the police began seeing who The Outset really was. With no previous knowledge of the gang, or even recognizing The Outset as a gang, they saw how extensive and organized their operations really were.
On November 28, 2009 a shooting erupted at Los Santos’s Mall, between the Outset and Ted Matthews, a drug dealer who allegedly refused to pay taxes. The 22 year-old escaped unharmed but it wasn't over. He was ambushed later that night in a hotel parking lot. After managing to escape a second time, a jeep full of Outset gang members caught up with him. The Outset began firing assault rifles and handguns. Shooting ensued between the two vehicles going down 6th Street. Eventually, both cars wrecked and it turned into a foot pursuit. The Outset searched everywhere, determined to find the 22 year-old. Running through houses and yards, The Outset caught up with the drug dealer and killed him point-blank with an AK-47 Assault Rifle.
